Enhancing good governance in pursuit of Gross National Happiness

With the theme “enhancing good governance in pursuit of Gross National Happiness,” the draft 10th plan has earmarked Nu 4.5 billion for strengthening the human resource capacity of the civil service.

Specifically, the Human Resource Development programme has listed 73 slots for Ph.D. specialization, 1,469 slots for Master’s degree and 2,257 slots for PG diploma, PG Certificate, Bachelor’s and Diploma. Short-term programmes have an allocation of Nu 1,684,045 million for the plan period. According to the draft plan document, sectors, which support the 10th Plan programmes and the long-term objective of attaining economic excellence, will receive priority in resource allocation.

The social sectors have received the highest allocation, constituting almost 40 percent of the total outlay. Sectorwise, the education sector has been allocated 28.33 percent, followed by the health sector with about 13.93 percent. The ministry of labour and human resources and the ministry of works and human settlement have also significant allocations, as these sectors are seen to be important sectors to pursue economic excellence.

The draft document also states that the HRD for constitutional and other autonomous organizations has been maintained as received in the form of proposals to ensure financial independence as provisioned by the constitution.

The royal civil service commission, the gross national happiness commission and the ministry of labour and human resource will be the key executing agencies of the programme. One of the strategies to implement the programme is to conduct annual reviews to ensure relevance of trainings and to decentralize entire short-term trainings to the ministries, agencies and dzongkhags.

According to the draft 10th plan document, a total of 17,965 training were done at a cost of Nu 2.8 billion against the revised total of 22,155 slots. Of this 61 percent of the training activities were implemented in country and 32 percent outside. A total of 13 civil servants acquired PhDs in the Ninth Plan.
