On 7th February 2008 we received an email from ABTO (Association of Bhutanese Tour Operators) stating that all Tourists who visits Bhutan cannot enter any of the Monasteries with immediate effect.
The visit inside the monasteries used to be open for all foreign visitors after obtaining Special Permits from Department of Culture under Ministry of Home and Cultural Affairs even though the number is limited.

Today 11th February 2008 we received this Circular from ABTO.
“ALL TOUR OPERATORS
Concern of the tour operators on withdrawal of the issuance of special permits to Lhakhangs by the Department of Culture is noted and will be tabled for discussion during the 1st National Tourism Board meeting on 13th February chaired by Hon’ble Prime Minister. The outcome of which will be informed to all accordingly.

ALL TOUR OPERATORS
This is to update all that the issue with regard to discontinuation of special permit issuance by the Department of Culture has been discussed today at the National Tourism Board meeting. Hon’ble Prime Minister, Cabinet Secretary and the Secretary for GNH Commission have agreed to look into the matter and resolve at the earliest possible.
The Secretariat will be following up on the issue and will accordingly inform all.
